Before I open something I shouldn't, does anyone know what the small screwed--in metal panel is for (or leads to) in the rear seat of a Duncan-era Vintage Speedster?

You clearly have not had the pleasure of having to replace a shift rod bushing. For your sake, hopefully you never will!
Shift rod nylon bushing replacement kit:
New bushing, LED snake light and long ratchet extension, 2nd new bushing ....first bushing will, disappear into the Great Abyss aka Majorkahuna's 10mm socket Graveyard......... Lastly pick up a box of Band Aids...

If you install the bronze bushing you will never have to do it again.
Also, if you use their installation tool, it isn't a bad job.

Agreed. The bronze bushing is a nice improvement.
