I bought a Intermechannica, 1983 it is registered as a '83 in Maryland but Im moving it to California. I don't want to deal with trying to smog it as was built on an older VW floor pan. California requires smogging for 1983 cars. Im hoping the DMV will allow it to be registered as the year of the VW pan. Anyone have any similar experience?

You would need a title to go along with the original VW pan. If that is not available then your other option would be to register it under the Special Construction or SB100 law in California. There has been much written on that topic here on the forum.
Before you leave Maryland pay for your Maryland tags for the next year as the SB100 process takes a little time. My guess is the SB100 process is how you will have to go.

You're car is already registered as an 83. An 83 what? Speedster? Porsche? Volkswagen? I ask because I wonder if there a chance that MD has a similar Special Vehicle Construction class. This could make it simpler if so. My guess is that it's something wacky like an 83 Speedster. Your car is neither an 83, or a speedster. California DMV will go sideways if you try to register it as anything different than from whats on the existing out of state registration card.
I'm with Rusty. DMV has seen every trick in the book when it comes to registering out of state cars. They go into assuming you're trying run one by them and they hit every angle. Assume you're going to need to go special construction registration and be pleasantly surprised if you luck out. The key points for your car is that it's an already completed kit car and it's an out of state car. Search for info related to registering a car with that pedigree and you should have a good baseline.
There are a lot of SB100 (SVCN100) threads on the site. A search should pull up some info.
The Cobra kit car boards are also a wealth of info in this area.

John, what's the VIN of the chassis? CA DMV is going verify that number, to insure that it wasn't built with stolen parts. I think also the same for the engine. Have you contacted IM for suggestions?

In MD a kit or spec. construction gets an assigned VIN, I think.
