Registering the vehicle?

I'm looking at a Vintage that is in AZ. After leaving Cali, it was titled as a Kit Car, and AZ assigned a new VIN to it.

Is this an issue if I try to title/register the vehicle in Colorado?
Could I get it titled as a '65 VW again?

Are there implications around ownership and/or resale value based on the Title?

Sorry I can't help you more. Each State is different. Are you purchasing a new Vintage? If so, I would save money and buy one directly from Kirk at VS. Kirk can help you with the title. If it's used, then I would assume that the transfer to Colorado would be straight forward. Call your local tag agent.. or check out a local Kit Car club/Cobra Replica club, the members can help you with info.

The Title says, and will still stay as a 2003 kit car, and has to pass emissions out here. I asked if it has to pass

Emissions will probably be a serious problem unless you can get the title rolled back to being a '65 Beetle, and even then it's not easy. You won't have a chance at meeting the 2003 requirements, and you probably won't meet the pre-1975 requirements either (which requires you spend at least $300 on improvements to TRY to meet the requirements, and then they waive them).

My 2003 VS was built on a 1963 VW Chassis which came with a VIN #. I was able to use that # to apply ofor insurance as well as a Texas title. Texas considered the car an antique and it was exempt from emission testing because of age. All I had to have was a safety inspection.
