I worked out an unconvincing version using a set of aluminum drum covers and faux knock-offs. I picked up a set of real two bar Triumph knocks-off this past Winter for a better look.

Sorta/kinda neat looking . . . but no where near a Rudge.
Ok I started with a pizza pan the diameter at the bottom needs to be around 7 3/8 so it fits in the wheel I cut the bottom of the pan drilled a hole in the center to fit the spinner ,I got the spinner's from CIP1 , then I welded 1/4 -20 studs to my lug nut directly in the center .Drilled 1/4 inch holes in a perfect circle around the middle of the dish 12 times 4 of these holes hold the cap to the studs .I used stainless steel cap nuts 8 of the twelve are dummies short 1/4 20 bolts just to hold the nuts . takes a while to do all four wheels good luck.
