RPM in VS 1776

I have a 1776 w/dual baby webers ( I believe this is as it came) the motor will not rev above about 4100rpm excpet when cold and in 1st gear (then to about 4300). Is this about right?

Unless your tach is bad, and that is fairly common I believe, your 1776 should zoom past 4300 with no problem. What happens when it hits 4300? Does it start missing? Or does it sound like it is going faster but the tach doesn't move? I guess we need a few more details.
With the engine off - Have somebody step on the gas pedal while you inspect the carbs to make sure they're at WOT when the gas pedal is fully depressed.
I would check the linkage to make sure a fully depressed gas pedal is actually WFO at the carb. You may only be 3/4 open, an easy adjustment may solve it.
