Looks like a Ford or Chevy valve stem washer (sometimes called a valve spring retainer) - the one on the valve stem on the head, between the valve spring and the keepers, not the valve stem on the wheel. 

 

Available at your FLAPS.

 

like this, only cheaper - they come in a bunch of different sizes.  Find a place that does engine rebuilds and they my throw you a few for free.

Fir life of me, Conical was what I as trying to find and just would not register in my brain. The joys of getting old with a few lost brain cells along the way...
