You mean a axial fan setup above the engine to cool it?
Riechert tuning from Germany makes them for many years. Look at

If you are planning to do it yourself, its doable. I have almost completed it for my type 4 engine.

If you have machining and welding capabilities the BMD Serpentine Belt Setup can be modified to fit. I have future plans to retro fit one on my T4. Just don't have the motivation right now.
Have you checked out the Serpentine belt setup that CB Performance sells. It is still for Type I but looks like an easier modification.
