SPCN is intended for new builds and there is a VERY specific path you have to follow.  I have seen SPCN assigned to a used car, BUT that particular client had all of the original paperwork form the original owner audit was done in compliance with what CA requires, so he was able to provide all fo the proper paperwork, however that is not common, nor do I think is proper (once titled they usually do not get re-titled).  The link above also has a guy who was given SPCN on a previously titled car, but again that is an exception to the rule and probably done to aid in the incorrect titling of the car in CA, PLUS he seemed to get some really helpful people pom his side.  While I have experienced that in some cases, it seems to be just as common to get someone who is looking for excuses NOT to help you.

Exactly how the car is currently titled will make a HUGE difference in how and if you can do it in CA also.

And... on top of all of that, you can get different answers from different clerks, PLUS if you get a hell bent tree hugger that thinks your pollution machine with no CATs shouldn't be in CA, then good luck...
