I have a VS Speedster built in CA and it has a "clown car horn" - not a big deal but I would like to install something more Germanic and authoritative if possible? Anyone got any suggestions?

Hella (an old German company but made in India) makes a great loud horn. I replaced my Miata Meep-Meep Vespa like horns with them. I used the Hella twin HI-Low Supertones for $32 from Summit Racing.

I've been happy with these. They're much louder than the horn that came with the car, and sound kind of 'teutonic' in a two-toned way.
These are now $20. You can still find Bosch horns that look and sound pretty close to the horns that were original on the 356, but they're more expensive and you'll need to fabricate some brackets to place them behind the horn grills. I put these where VS mounted their horn, without having to make a new bracket.

I used a pair from an old Subaru. No matter what way you go, dual tones are the way to go. The two tones are way more authoritative than a single wimpy tone.
After getting cut off by an old guy in a Buick years ago, I got a set of these air horns - Small car, BIG sound.
We use Hella Twin Tones as a standard on everything, LOUD, good Euro frequencies and cheap ($25/pr). PN 007424801

Those horns must make some serious sound
The Puma I recently sold came with two 10" long trumpet air horns that the PO installed. The horns sounded like a semi-Truck when actuated. I was in a CVS parking lot when a guy in a old LTD was backing out of his parking spot and saw me not because of the size of the LTD and the low small size of my Puma. I hit the horn button and the ocean liner sounding horn went off and stopped the LTD inches from Tee boning the Puma. I was darn glad I had a ear busting loud horn that day. I figure the previous owner had some similar scares in the Puma and installed the ultra loud horns. I was glad as well.

How are the twin horns mounted and wired in, compared to the stock single horn?
Both horns get their power from the same power wire that is currently on your horn. When I added my dual Hella horns I ran the current wire to a relay and wired both horns to the relay. Use a separate power wire for each horn, do not daisy chain them.
Like Robert says, but remember that each horn needs its own wire to the +12V from the relay and its own separate ground. If you just run one +12V and daisy chain the horns, they won't be as loud.
I mounted my twin air horns (shown above) at a slight downward angle on the outside of the front frame rail. Basically behind the horn grill. The compressor and relay are all nearby, but on the inside of the frame rail.
It is all pretty straight forward plug and play from there as I recall.

Very nice! Some careful black repainting on those and they would look just like the originals.
I did mine many years ago with a Hella twin tone set that Sierra Madre Collection offers for 356's.
