Speedster in Chula Vista

A few weeks ago I spotted a black speedster on Sandpiper Way in Chula Vista, CA about 1 block from the Chula Vista RV resort. As many of you know, we spend 2 months at the RV park each summer and on previous occasions I've seen this Speedster putting around the area.

Any idea who owns this car???
