I reciently had my speedster sold on ebay but the buyer said my title was not transferable to another state because it does not contain a 17 didget vin #. It is a State of Conn title called a composit title with a 4 didget # and with a State of Ct data plate fixed to the drivers door jam. Does anyone have any experience with this? Its also listed on the title as a 1989 Porsche,I have had it registered as a 1971 VW for 8 yrs.

You do always have to have a title to register a car. GA, for example, will not title an older car but will register it on the title from another state, a bill of sale, or a certificate of origin. I recently transferred a car that was registered in GA on a CA title with my address in GA on it. GA would not retitle the car. There are lots of ways and every state has its 'rules'.
It's generally true that no state cares much what other states do as regards vehicle registration so it's usually useless to try to argue in one state that another state had no issues with a title.

Most if not all states have a mechanism for registering non-standard or 'specialty' vehicles though, and your buyer needs to find his state's mechanism for that. Frequently these kinds of situations bring resistance from the counter clerk in DMV offices because unless they're sharp or very experienced the unusual will confuse them.

One big thing that is true.....it's not YOUR responsibility to guide your buyer to a successful registration, and his or her difficulties are not a reason to take the car back for refund. The buyer should have figured this out before buying.
17 digit VIN did not exist until 1981! Until then VW used a 9 digit chassis number (starting in '64, fewer before then) located the center tunnel near the shift coupler (plus on T1 the drivers side dash and near the spare wheel under hood). Sound like CT applied a state issued VIN to the '71 VW when it was constructed and registered in '89. They did this based on the VW title with chassis # and the fiberglass body manf Certificate of Origin. New owner should be able to register it although it may be smog checked as an '89 which could present fight as it doesn't have a emissions plug for their test.
