Yes, they are needed when washing your car, if you do it the old-fashioned soap and bucket method. I usually stuff a towel around the filler neck when washing.
If you never drive in the rain, you're good.
We don't use them anymore unless someone asks. It just became a place for crap to collect, leaves, water, spilled gas... and even with an added drain hose they were still a pain to clean out vs. just wiping off the top of the tank.

That’s the way I look at it. I can wash my car and barely get any water in the frunk or the interior. And I rarely get caught in the rain.
Did not install mine either. Drain holes in the floors and frunk...
