Because MOST replicas have a framed windscreen. You need to look THROUGH the bottom corner of the windshield. If the mirror is mounted back like the originals the windshield frame would be smack in the middle of your view.
NY has two stickers that go in the lower left corner of the windshield. As it is, I need to leave a 3 inch space between the two stickers so I can use the mirror.

does NY require a full windshield? I was going to have a solo windscreen, no govt. tax stickers, which is allowed in the so called Free State of TN

It depends how the car is registered. Technically, wipers and glass screen are required.
I wanted the glass screen, it does protect you a bit more than either single or full-width plexi. I've had lots of rocks and bugs hit the glass and bounce harmlessly away.
It's all about personal preference. I also wanted a top(which is still not 100% finished).
