Dealing with a scripted PR rep at Gold Eagle(Sta-Bil).
Getting direct answers is frustrating. "...Sta-Bil is highly recommended by many original equipment manufacturers in various industries" Unable to detail who the mfg. or ind. are. Not in her script? "...Sta-Bil is formulated from petroleum distillates" Ah, so is Kerosene?

Waded through a very long fuel additive thread in Ask.com
There seems to be a more effective product: K-100 (www.k100 fuel treatment.com)

Finally here's a formula for DIY fuel additive, duplicating Sta-Bil, that's an octane booster, water remover, and gas stabilizer:

100oz of Toulene for octane boost
25 oz of kerosene (cleaning agent)
3 oz of turbine oil (or transmission fluid) as lubricating agent)

Stir well, and add any food coloring you like!
I think I would feel much more comfortable spending $12.99 for Sta-bil and know that it works (because it hasn't failed me in the past 40 years in cars, motorcycles, snowmobiles, lawn equipment and very expensive airplanes and boats) than mix up some questionable stuff on the advice of "an old mechanic" with no knowledge whatever of it's effectiveness.

He may be totally right, but do you really want to take that chance?

I DO know that Tolulene is NASTY stuff and I wouldn't want to be in the same room as a beaker of it.
