Steering issues..play at upper torsion arm

Hey gang,

 

Pan based IM..Trying to diagnose a steering problem. When turning it has a flat spot and the car initially doesn't want to turn, it then eventually grabs and makes the turn.  I replaced my steering box which didn't solve the problem.

 

I noticed yesterday that when I push the top wheel in and out (under load) I have 1/4 inch play between the upper torsion arm/torsion tube.  It has an adjustable beam and I tried tightening the adjustment screw but this didn't help either.

 

Any ideas what is causing this? Could this be a torsion bearing issue?  Doesn't seem to be much info in the Bentley manual or John Muir's book.
