VS with Km calibrated speedometer

The tenths analog register (red numerals) rotates thru the numbers but doesn't advance the kilometer reading. I assume that the gearing isn't engaging instead of 'slipping' since there's no movement at all, not even a wiggle, of the kilometer display. Is this a DIY fix, or does it have to be sent to a specialty shop?

Also...Why does the speedometer dial begin at 20Km/h instead of zero?

Carl:

90% of the trip meters on these cars don't work. It's from a very poor (Asian) copy of a good (German) design which, if zero'd while the car is moving, will destroy the trip meter gear linkage and never work again ( and you can't make this stuff up).

Sorry. Either live with it or send your Speedo to Palo Alto Speedometer and get it fixed/upgraded for a couple of Benjamins.
