Surprised to see that some states are so strict on this - far beyond dealing with stolen cars. Know I drilled the rivets out on the dash and in front trunk area VW Vin plates with to rivet then back on the fiberglass speedster shell!  (hell, I'm too old for them to throw me in jail)!

After pouring over CFR #49 for a month or so when I was working on getting an Italian motorcycle federalized, I was kind of surprised to see new/blank VIN plates available from several manufacturers.

Granted, it’s a one-in-a-million possibility, but it only takes one DMV employee with a bad attitude and your car is sitting in an impound yard waiting for the crusher.
