Most seem to be stock heads, crank and cam with 94 mm P&C.  You might find heads stamped different than stock like 041 or 043 and remove oil pump and find marking on end of cam.  Unless owner paid for different parts, I bet stock is what you'd get. 

You probably have the minimums for a 1915 engine , this is the spec list I use when I have a budget engine built for me by Bug Stuff in West  Brownsville PA.  1915 full flow case with case savers. Balance a German forged 69mm counterweighted crank,  rods and flywheel as a unit.  Engel 110 camshaft. Good quality piston ring set. 8:1 compression . Teflon buttons, 044 heads, high rev springs, solid rocker shafts.  HD oil pump, 40mm Weber carbs ( Solex - Brosal are also fine / jetted properly but you'll have a debate :`)  Good quality distributor. External oil filter and cooler w/ fan, quality exhaust system .  This engine is a budget build and IMHO the best build for the bucks ..it will pull to 6,000 RPM's w/ approx. 90 + HP.  A lightened flywheel is over hyped and money wasted.

The 1915cc delivered in my 2013 VS was as Wolfgang describes - a dead stock (1600) motor with larger bore P&C, but neither the heads, exhaust, crank, or cam to take advantage of the larger displacement. Quality of the parts wasn't stellar, either.

VS would install a decent engine as an option, but you had to know what to ask for.

Keep in mind that the 'budget' build Alan describes is light years better than what VS usually delivered as their 'standard' 1915 engine.
