Two other places to try:
1. A Good, local VW mechanic and/or;
2. A local auto salvage yard (get the entire shroud and the fan to go with it (sometimes they throw in the alternator free!) Should be about $50 at current rates.
FWY: The air vanes are a sub-assembly which comes out of the shroud as a unit, complete with the thermostat bellows actuator rod which goes down through the space between the engine barrels to screw into the top of the thermostat bellows. If you can only find the sub-assembly, that's probably OK. It may be hard to find a good, working thermostat bellows. They're becoming pretty scarce, but they ARE still out there and a lot of old salvage yards haven't learned how scarce they are. Last one I bought was only $5 when bought with the rest of the $50 shroud/fan/etc, but don't forget to get the mounting bracket with it - it's a pain to fabricate a new one from scratch.
