My daughter has a friend who does leather work. I've just texted her for his contact info. He's somewhere in Massachusetts.

They do custom leather stuff. very high quality to............Bruce
I think the leather part of this project is probably the easier part. It's the stainless steel end pieces and the buckles that make it more complicated.
Dusty told me he had large quantities of those pieces made and it wasn't cheap.
I seem to recall Dusty made the transition to luggage straps from horse tack.
I’d look for a saddle maker. The buckles and loops may not be like Dusty’s but surely a saddle maker can fashion a buckle that will hold a suitcase on a luggage rack if they can make something strong enough to hold a saddle on a horse.
Is Dusty’s estate sitting on a pile of hardware? If so, that seems to be a start.

Hi Troy -one of my close friends made my Speedster Leitz luggage rack straps. They are nicer than any others I've ever seen. He uses top grain cow hide and solid brass buckles.
He lives in south central Pennsylvania. His price is $48 per strap x 3 = $144 + shipping to you.
