Weber 40IDF

I just had dual 40 IDF Webers put on my 1835cc engine. They replace dual Weber single 36mm (?). I must say, at present it seems to have been a waste of money. I have a real bad hesitation at lower speeds, when I step on the gas, especially from a dead stop. I live in Green Valley, Arizona. Anyone know of a good Weber expert in the Tucson area? If a must, I could drive to Phoenix. Any other ideas?
