Agreed, both screws. You always want the throttle shafts to have a positive stop to rest on, no matter what linkage or carb you use.
Oh God, this is SO familiar. Sloppy linkage making balancing a true hassle: check. (Install Five Cent Racing heim joints). Popping and backfires, lousy idle: check. Fouled idle jets: check. (clean those buggers out REAL good, and replace holders with the hex key kind vs, screw slot. Install Jet Doctors). Floats possibly off adjust: check. (measure and reset) Spray starter fluid all around and watch the idle change: check. (Inspect the manifold to engine gasket for breaks and now we're getting somewhere as this gasket was toast, mostly at the septum between passages -- completely gone, both sides --, but also at exterior edge -- MAJOR vacuum leak. R&R with new, problem just about solved. Gasket needs to seat in some, so the manifold bolts will loosen up, and need to be retightened.) Yes, all of the above.
Now they say -- actually Piperato says -- that once you get them set, Webers are wonderful. I'm not sure I've ever reached that particular Nirvana, but I am a diligent Grasshopper, and I strive, oh Lord do I strive.
