Jack, like you,I to preferred not to drill the bumper. I fabbed this light/badge bar a couple of weeks ago for my old Marchals. It seems to be working fine. I bought the Marchals from Vilem Haan 44 years ago for my Volvo P1800. It's been sitting in the barn rusting away for the past 25 years. Went out and took them off the Volvo and they still worked. Terry Metz restored them to their former beauty (in my eyes at least). You can make a cardboard template and carve it out of a strip of 0.125 or even thinner steel with a saber saw very easily. Mine is bolted to my bumper horns. Very sturdy. It also gives one some options for a badge bar if one decides to go for a retro look as I did. Come to think of it, I'm probably retro myself (not necessarily a bad thing). I'll post 8 photos to give you some idea of how mine came out.

Those L shaped mounts are simple, unobtrusive, and a breeze to make. Anyone with a scrap of 1" bar stock (available from dozens of old project parts, parts removed from other vehicles, all manner of other sources with buying new steel stock the very last resort), a hacksaw, adrill, a vise, a hammer, and a few bolts can do those easily in a few minutes. The worst of it would be waiting for the paint to dry.
