I have a 2110cc in my '67 Bug right now. Well...its on its way out of the car, as I'm selling the car, but not the engine.
Anyway...
George is right about the cam and valves being a limiting factor. One more thing I would like to know is what your compression ratio is. I was running fully welded German heads, 42 in 37.5 out, P&P, all the goodies with 9.0:1 CR and had it all match ported to 48 IDAs. Of course, the cam was also a Scat C45 w/ 1.25 rockers which would let me rev to around 7K. If you want IDAs, get them from Art Thraen or Clyde Berg. Make sure the 3rd progression hole has been drilled in the carb bodies or else IDAs are a PITA for street, IMHO. They are either "on" or "off." As in, you're at idle or you're balls-to-the-wall.
Don't go with CB FI as was previously stated. There's a guy in Vancouver, WA who does a modified CIS system for ACVWs. I think his name is Miller, do a Google search for Miller CIS or something similar.

I've heard good stuff about this guy, but do your homework. Don't take my word for it. Of course, if you want to spend the whole wad, you might as well look into the HAL-Tech sold by Gene Berg Ent. Es kostet zu viele Geld, mein Freund.
Well, enough rambling. You seem to have found a cure so far, switching to 44's. Get some P&P done on those chambers and see what that does for her. BTW, what exhaust are you running?
