Here's another term like "Billet" that gets thrown around in reference to parts.

I always took this to mean "New Old Stock". That should translate to New (usually Genuine) parts that have never been used, but may be aged from setting on some parts shelf somewhere.
I've seen this term used to represent Replacement parts that are recently manufactured. These parts are rarely "Genuine" and some may have questionable fitment and quality.
