is there any key components to check and double check? I am going to ask a friend to inspect a 2006 beck speedster. the owner ordered a roller from beck and another company installed the engine/tranny. engine has 15 miles. parked in garage for 9+ years.

Lots of 'em, but I'll have to put some thought into it. Hmmm...
Ok, the car has sat unused for 9 years, so the gas in the system is unusable and the fuel lines, filter, pump, and carbs are probably gummed up. Plan on replacing fuel lines and filter(s), and possible the fuel pump. Carbs can be disassembled and cleaned. The tank will probably have to be removed and cleaned out as well. All of this could be avoided if the owner happened to drain ALL of the fuel prior to putting the car up.
Do you know why it was laid up at 15 miles? If there is an underlying problem, probably related to owner assembly, that will have to be resolved.
The brake system will probably need attention as brake fluid is hydrophilic (attracts and absorbs water). Brake system components may be rusty and need replacing. At the very least, the system will need to be flushed and refilled.
A partially home (or shop) built car will always need some sorting, most of which occurs in the first few hundred miles. Since this car hasn't been driven that far, you can count on having to deal with the usual sorting issues on top of the things above.
I'm sure I've missed some things that the other denizens of this realm will contribute, but those are the biggies that I can think of.
By the way, I have about 45,000 miles on my 2006 Beck, so they can be used as a real car. If you buy it, this one will likely require a bit of work before you get it to a usable condition, though.
Lane, is right, there might be all sorts of issues that need sorting/replacing. Being stored, means you get to check everything, and count on many surprises showing up if you do not do a full overhaul. Ray
The speedster is listed on ebay. Its the silver beck
One potential nasty is the NINE YEAR OLD tires..... Plan on replacing them...
Valve springs, but only if you intend to rev it hard.
Maybe I was looking at the wrong one on ebay but the silver/blue interior Beck I saw had 2015 VA tags and current inspection sticker so looks like it's been on road and may be road worthy.

car has current tags but i do not know when the engine was installed. from what i remember talking to owner, he said the car has not exceeded 35mph and the total mileage (15miles) is from gas station to his garage. the car was/is a 9 year build and some trim parts are still missing

Tom's right. That may be the best thing to do.
The engine looks new. That Pertronix ignition was not available in '06, IIRC. Was the car sitting unfinished and then the engine put in recently? If so, the fuel and engine-related problems mentioned aren't valid.
