Once a state has assigned a Vin number (a state issued stamped vin tag)all states must accect said vin.
Should run into a problem at your local Motor vehicle, tell them you'll wait while they look it up in "Polks Manual"....when they realize that you are aware of Polk's, that should be the end of the discussion

Polks Manual is a standardrized set of national compliances regulations that all MV's go by, accepting another states insued vin is one of them.
My concern is that CT DMV will recognise the car as a replica and therefore I may need a composite vehicle inspection which is worse than a colonoscopy and a root canal at the same time. My title states 1979 INME and that is it. I should be exempt from emmisions and a safety inspection. They should quickly need to verify the VIN and that is all. Am I correct?

I'll assume that it depends on which state MV worker takes a look at the vin.
Newer vin numbers have 17 digits with the 10th being the year.
Here in Pa. all I have to do is present a pencil tracing/rubbing of the vin or a photo and do not have to have the car there.
When I registered my car, I showed the VIN verifier at the CHP office that there was a number on the dash and imprinted on the body. I told him other similar cars were registered with the numbers in that location and he was very agreeable. Instead of the typical CA number of 17 numbers my car is regiseted with the vin: IM13356
Ran into this exact problem with my IM from florida. Had The IM 6 digit which was fine for florida and they went so far in New Jersey as to title it and then the fun began. Since it was titled as an 86 intermeccanica they wanted all '86 stuff as in New Jersey the replica or Kit is titled by it's production date, unless it's a modification of an existing car (bug chasis) then it can be registered by the chasis year. For me 1969 vw was a whole lot better than 1986 intermeccanica. So old title and voila! registered insured inspected and on the road. I even used regular plates rather than the antique plates as it is to be a daily driver.
Registering this 1979 Intermeccanica in CT is turning out to be a real nightmare and I need some help..

-Did the 1979 Intermec meet all federal safety standards and is there a sticker somewhere stating that?

-The VIN on the door jam says 1979 Intermeccanica built 05-79. Was this car built in the USA and is that IMC's plate?

-The CT DMV wants me to redo a composite inspection and verify ALL of the VIN's on all of the major components and then pay tax on that value. They also want to register the car as a 2006 Composite which must meet the new emmisions program.

This is unreal!! It is currently registered, titled and driven everyday in FL and I need to flatbed it in for the inspection here in CT!!!!

I checked the state regs. and was told on several occassions by the DMV that this would be treated as a used replica and registered like anything else since it was inspected in FL. I now own the car and need some assistance if you could.

David, you definitely can register it as a VW since that's what it is. The Bug's VIN is stamped on the tunnel by the shift rod coupler coverplate right in front of the rear seats; that number will give you year of manufacture. To get a title for the car maybe you can get an affidavit of some sort through an attorney or notary public and that will usually get it fixed; at least it does here.
On my build I used a pan from a '70 VW that was titled in my father-in-laws name --- I shortened it and replaced both floor pans and the front axel/brakes -- so there was not much left from original car (engine and trans are different too). The VW Vin is stamped into the trans tunnel by shifter, a riveted plate in front trunk area and one in the windshield trim. You could buy a rusted hulk with title and either use the new chassisn or buy just the title and id plates, and use the plates and reattach them to your existing chassis (I go on record as not recommending the later). The one on the trans tunnel could be welded over or ground off and restamped (this is illegal to do on fire arms so maybe not legal on cars -so YMMV). Then you could retitle to that VIN. Not sure how legal this is - surely if you're doing to a stolen vehicle it could mean serious jail time. Since FL retitled yours with a custom VIN suspect the VW VIN was killed off.
Well David; what I meant in my previous post was that if the title got lost you can ususally get a new one here by submitting bill of sale (or any proof of purchase/ownership) along with a sworn statement and some other forms. Maybe you could get to do that so as to get it registered as the VW it is.
