Your problem is that who ever installed the windshield placed it too far forward and is now too close to the wiper pivot points on the cowl, hence the underside of the wiper arm rubs against the bottom windshield rubber.
I had this same situation on a project speedster I bought a few years back...
The fix is to remove the wiper motor assembly and replace the brass and steel wiper pivot shafts with a set from a VW bus. They are 1/4" or so longer and will clear the windshield rubber.
Sorry I don't have the VW part number ...best to inquire with an older VW aftermarket supply house.

I was digging around in the barn looking for bits for my top installation, and I found the box to my windshield wipers and arms.

I'm using ANCO 41-01 adjustable wiper arms on my CMC. They adjust from 8" to 11.5" in length, and they have an adjustable tip that can pivot 360 degrees to accomodate ANY parking position (mine park toward the left).

The wiper blade is an ANCO as well. It is 9" in length, but I couldn't find a part number on it (it should be in the ANCO catalog, as they are a pretty common item on a lot of smaller cars).
