Mostly true, though because your wiring is incomplete for a VW wiper motor and you don't have the brake connected, you are relying entirely on the drag of the wipers on the windshield or in the old, corroded linkage to actually stop the wipers.
Try this, flip the wipers up off the windshield and turn the wipers on. Now turn them off. If they do stop, then you got lucky and your linkage is gummed up enough to not need the correct wiring.
